The Campaign Legal Center (CLC), a nonpartisan democracy reform organization based in Washington, D.C., seeks to improve American democracy and protect the fundamental right of every citizen to participate in the political process. CLC is home to the nation’s premier election law experts and is the only organization in the field exclusively dedicated to working through the entire cycle of democracy reform including: conceptualizing and advising on the drafting of laws, fighting for enforcement of the laws once passed and defending these laws when challenged. Position Summary
Central to our mission is the protection of the right to a government free from both the reality and appearance of improper influence and corruption. To this end, CLC engages with federal regulatory agencies -- including the Office of Government Ethics (OGE), the Office of Congressional Ethics (OCE), the Federal Election Commission (FEC), and the Internal Revenue Service (IRS) -- as well as state and local entities, to ensure vigorous and fair enforcement of ethics and campaign finance laws and to hold candidates and officeholders accountable for violating those laws. CLC additionally engages with Congress and state and local legislatures to support legislative reform efforts and to promote proactive measures to shine a spotlight on the problems with a broken system.
Reporting to and in close collaboration with the Senior Director of Regulatory Programs and General Counsel, this senior role will be responsible for the growth and direction of CLC’s Ethics Program. This position will be responsible for the strategic development and implementation of both responsive and proactive activities to advance Ethics team goals and CLC’s mission by conducting and overseeing the research to identify and inform ethics issues, drafting complaints, rulemaking petitions, letters, testimony and other public documents, as well as working with outside groups to advance those goals.  In addition, this position may work on campaign finance as well as other matters within Regulatory Programs.  As part of a dedicated and growing team, this senior position will collaborate with other CLC staff and be a part of the continuing effort to refine our strategy in the pursuit of our vision.

  • Develop and orchestrate strategy and goals of the new Ethics program, within the context of CLC’s campaign finance work, and lead its implementation.
  • Research and write white papers, reports, blogs and other public documents exploring and explaining ethics issues and how ethics laws prohibit special interests from improperly influencing government decisions.
  • Monitor and report on the activities of government ethics agencies and committees to ensure they are actively and appropriately enforcing ethics laws.
  • Advise, assist, draft and comment on proposed ethics legislation and regulations. This may include drafting petitions for rulemaking and commenting on proposed regulations, and drafting and presenting testimony at administrative and legislative hearings.   
  • Promote effectiveness and transparency of ethics programs by ensuring that ethics information is publicly available.
  • Monitor and review public ethics filings of elected and appointed officeholders, as well as candidates for those positions, to identify and disclose potential conflicts of interest.
  • Research, draft and file letters and complaints regarding violations of the ethics laws, where appropriate.
  • Supervise and provide direction for reports and others involved in Ethics work.
  • Work on similar campaign finance issues and other matters within Regulatory Programs, as well as other areas of CLC.

Organizational, Management and Supervision
  • Provide leadership, feedback and guidance, strategic direction, and day-to-day supervision for CLC Ethics Program staff, Fellows, and interns, as appropriate.
  • Monitor public policy debates and make strategic decisions about where CLC should engage most effectively, particularly regarding ethics.
  • Participate in team decision-making and senior leadership meetings.
  • Inform and advise budget development and manage program expenses.
  • Support fundraising efforts, including the identification and cultivation of new funding sources (e.g., foundation grants) and collaborating with development staff; contribute to proposals and reports.
  • Work with the Communications team to develop messaging and strategic communications plans.

  • Represent CLC, as appropriate and requested, in both internal and external meetings and public conferences that are strategically aligned with the development of the goals of the Ethics Program.
  • Participate in traditional media appearances, social media activities, and other communication efforts, including drafting press releases and newsletters.
  • At least 6 years of post-JD experience. (Outstanding applicants with lesser experience may be considered for a different position.)
  • Must be active member of a bar in good standing (preferably D.C.).
  • Proven ability to manage complicated matters and work with diverse stakeholders
  • Outstanding legal writing, editing, analytical, and oral presentation skills.
  • Commitment to nonpartisan government reform.
  • Knowledge of government ethics and campaign finance laws preferred.
  • Exceptional interpersonal communication skills with a proven ability to work effectively and collaboratively as part of a team.
